Inconvenient Halloween in Japan

Halloween is a foreign event and has gradually become known in Japan and young Japanese people have started to enjoy it.
Last year, people disguised themselves with costumes, made noises until midnight in downtown Tokyo and then littered trash all over the place, so it became a problem. Some Japanese helped to pick up the trash at soccer stadium after game and took it home, then it was reported in the foreign media, however, something like this did not happen on Halloween.
There are few meanings of the original event and many people seem to disguise themselves very noticeably, and want to make some noise.
